5.3 Program Evaluation
Candidates design and implement program evaluations to determine the overall effectiveness of professional learning on deepening teacher content knowledge, improving teacher pedagogical skills and/or increasing student learning. (PSC 5.3/ISTE 4c)

Reflection: The artifact that I have decided to use for this standard is the GAPSS Review. I created the GAPSS Review during the spring of 2014 in ITEC 7460. The review evaluates the performance of my school in terms of the professional learning opportunities that are available.
Standard 5.3, Program Evaluation states, “Candidates design and implement program evaluations to determine the overall effectiveness of professional learning on deepening teacher content knowledge, improving teacher pedagogical skills and/or increasing student learning.” This standard addresses the importance of evaluation to determine the effectiveness of a professional learning experience. In the GAPSS Review, I evaluated the performance of my school using the Professional Learning Standards. There were three overarching standards. Each standard had several subcategories that posed questions to better assess the performance of my school as it pertains to professional learning. We were fully operational or operational in all categories but two. We were emergent in offering “long-term, in depth professional development” and “instructional leadership development and service”.
From completing the GAPSS Review, I learned that my school is doing a really good job in offering quality professional learning experiences. We need to offer more ongoing professional development and offer teachers more opportunities to participate in a variety of leadership roles. Once we improve in those areas, we will have an amazing professional learning culture.
The assignment directly impacted professional learning. According to the GAPSS Review, my administrator is doing a great job in the area of professional learning. Therefore, this assignment did not impact professional learning by causing anything to change. It impacted professional learning by helping me to realize what we have and are doing well in our building. The GAPSS assignment was a neutral non-biased document from another state. I was pleased and surprised to realize our professional learning is progressing positively.
